There was a previous tree-removal application for 648 Geneva Place, TRE-26-0000074, in October 2025. At that time, the tree already showed significant structural problems, including trunk separation, fungus, insect activity and a major cavity. The arborist recommended removal and gave the tree a hazard rating of 11 out of 12.
The demolition permit for the old house was issued October 9, 2025, and the City withdrew the tree-removal permit on October 27, 2025. The City’s October 27 withdrawal was not based on a finding that the tree was healthy or safe. The City stated that because the property was becoming vacant as a result of the demolition permit, the tree-removal request would instead need to be included with a future Residential New Construction permit.
The demolition was not completed until April 22, 2026. In July, we changed builders and are now restarting the design of the replacement house from scratch and will not have a new-construction permit for many months.
Nearly a year has passed since the arborist documented an 11 out of 12 hazard rating in October 2025. The tree has deteriorated substantially since those photographs were taken and now appears completely dead. Because of the tree’s current condition and its proximity to the public sidewalk, street, vehicles and utility lines, we are requesting this be reviewed as a Hazardous Grand Tree Removal under a TRE permit rather than waiting several more months to include it with our future building permit.
We are entering peak hurricane season with a strong El Niño forecasted and are concerned about safety issues if this tree is not removed promptly.
